Gwinnett County deputies charged a Gwinnett jail inmate with trying to hire someone to kill another person.
Richard Allen Fowler was in the Gwinnett County Jail on unrelated charges and was awaiting transfer into the state prison system. Jail officials received information that Mr. Fowler was attempting to hire someone to kill a female who he blamed for some problems he had in his life.
An undercover Gwinnett Sheriff’s deputy posed as a person who could be hired to commit murder. Mr. Fowler met with the undercover deputy and offered him money to kill the female. He offered other information on where she could be located and places she might frequent.
Gwinnett deputies obtained warrants last week and charged Mr. Fowler Monday with criminal solicitation and criminal attempt to commit a crime. Deputies did notify the female intended victim immediately about the threat so she could take all necessary precautions to protect herself.
Mr. Fowler remains in the Gwinnett County Jail without bond.
