Lt. Col. Carl Sims is a 33-year law enforcement veteran. Col. Sims spent five years in the United States Air Force and 11 years with Los Angeles Police Department. He reached the rank of Detective 1st Grade, and worked as a gang homicide investigator. He has a degree in the Administration of Justice and a teaching credential from UCLA. He is the Assistant Jail Commander and also commands the Jail Division Rapid Response Team.
