Lt. Col. Carl Sims is a 33-year law enforcement veteran. Col. Sims spent five years in the United States Air Force and 11 years with Los Angeles Police Department. He reached the rank of Detective 1^st Grade, and worked as a gang homicide investigator. He has a degree in the Administration of Justice and a teaching credential from UCLA. He is the Assistant Jail Commander and also commands the Jail Division Rapid Response Team.
